The Economic Commission for Western Asia (ECWA) was established on 9 August 1973 pursuant to the Economic and Social Council’s resolution 1818 (LV). The purpose of setting up the Commission was to raise the level of economic activity in member countries and strengthen cooperation among them. It was also intended to meet the need of the countries in Western Asia for the services of a regional economic commission to promote the development efforts in the region.

The Seoul Initiative, initiated by the Ministry of Environment of the Republic of Korea at the fifth Ministerial Conference on Environment and Development in Asia and the Pacific 2005(MCED-5) and endorsed by the 61st Commission Session of UNESCAP, held in May 2005, is aimed at addressing major policy issues for Green Growth highlighted in the Ministerial Declaration of MCED-5 and the Regional Implementation Plan for Sustainable Development in Asia and the Pacific, 2006-2010. 

The Seoul Initiative provides a regional cooperation framework for Green Growth, taking into account the economic, social, cultural and geographical features of the region. It also provides a framework for policy consultations, capacity-building and networking for the promotion of Green Growth at the regional level.

3R knowledge Hub

The 3R Initiative was officially launched at the 3R Ministerial Conference hosted by the Government of Japan in April 2005, with an aim to promote global action on 3R. In March 2006, Senior Officials Meeting (SOM) on 3R was organized in Japan resulting in strong commitment of governments and other stakeholders to implement 3R at local, national, and regional level.
