Energy security is generally recognized as a common goal and an important prerequisite for development, albeit comprising of country specific needs that cover a wide range of economic, environmental and social aspects. Understanding these needs and searching for cooperation opportunities, while taking into account the wider context of sustainable development, is a challenging task that APEF 2013 sets out to achieve.
ESCAP Commission resolution 67/2 sets the objective of APEF 2013 to discuss the progress achieved in the Asia-Pacific region in addressing the energy security challenges at the regional, national and household levels, and to facilitate continuous dialogue among member States with a view to enhancing energy security and working towards sustainable development.
The ministerial level APEF 2013 will be hosted by the Russian Federation from 27 to 30 May 2013 in Vladivostok.
The APEF 2013 will adopt a Ministerial Declaration and a Regional Action Plan outlining the regional vision for cooperation on energy security and the sustainable use of energy and containing initiatives addressing more specific needs of the diverse
To support substantive preparation for APEF 2013, ESCAP with the support from sub-regional offices and UN-Energy Asia-Pacific will build a network of experts from Governments, research institutes, international organizations and the private sector. Sub-regional consultation meetings will serve as a platform to kick off the dialogue. Relevant government officials will also be invited to attend the RPM in Bangkok.
